June/76 ‘re proposed ‘B/L amend re ‘horses on PoCo ‘Trail SOE SNe EN (Planning & ‘Zoning Comn. jJune 24/76 ire rezoning lapp1'n R#18/76 Oxford & Loug- theed NE corner | (iss.of LUC) June 28th, 1976 Council's comments on a proposed amendment to the "Traffic Regulation By-law, 1971, No. 1117" with respect to allowing horse traffic on certain portions of the PoCo Trail, specifically from Cedar Drive along De Bouville Slough and Pitt River to Harbour Street. In speaking to the report Alderman Ranger noted that portions of the PoCo Trail are regulated by the "Nature Area Regulation By iaw, 1976, No. 1433" in which horses are prohibited on any portion thereof due to the danger to pedestrian traffic, but there are no regulations governing the rest of the Trail. He further noted that at the time Mr. Harold Routley and his Committee developed the PeCo Trail, it was with the intent that certain areas would be designated for specific activities and suggested that the dyke area as outlined in the report under discussion was a suitable location for horses. Alderman Laking suggested that, initially, the Trail had been designed for both pedestrian and horse traffic in view of the fact that a railway underpass had been constructed on Kingsway near the River. Alderman Thompson indicated that several persons contacting him in this regard had suggested that as there had been no incidents reported between pedestrians and horses, horses should be allowed the use of the whole Trail until such time as it is proved a conflict exists. Following further discussion, it was suggested that the feeling of the Council was to permit horses on the entire PoCo Trail except that portion which falls within the boundaries of the Nature Area. Aldermen Ranger and Keryluk were not in concurrence with this recommendation. From the Planning and Zoning Committee, June 24th, 1976 with respect to an application(R#18/76) for a Land Use Contract in order to develop a McDonald's Restaurant at the Northeast corner of Oxford Street and Lougheed Highway and recommending that a Public Information Meeting be held. The restaurant would be located on the southerly portion of the property, the enrire parcel presently being zoned RS-2 (One Family Suburban Residential) and could normally be accommodated under CS~1 (Service Commercial) however, a Land Use Contract is being requested due to the size of the McDonald's signs which are not permitted under the City's Sign By-law due to an excessive sign face area. Additionally, the City Engineer advises that a 14 foot road dedication is required for the future widening of Oxford Street.
