September 22nd, 1975 A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C., on September 22nd, 1975, at 7:30 p.m. His Worship Mayor J.M. Campbell, Aldermen G.R. Laking, E.W. Mabbett, P.F. Ranger, M.A. Thompson, and L.M. Traboulay in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer V.C. Borch, P. Eng., Fire Chief W.S. Wingrove, Recreation Director Janna Taylor, and Mrs. B.M. Aalten. Carried. CORRESPONDENCE & REPORTS FOR INFORMATION: From the Royal Canadian Mounted Police, September llth, 1975, veing Aug/75 RCMP Report the August, 1975 Municipal Policing Report. Alderman Laking stated his understanding that there is now only one Prosecutor for this area, which is causing delays in processing cases before the Court, and at his request Mayor Campbell agreed to investigate the situation. CORRESPONDENCE & PETITIONS: From Mr. B.E. Marr, Deputy Minister of Water Resources, Department Dept.Lands, Forests & of Lands, Forests, and Water Resources, September 2nd, 1975, referring Water Res.re Coq. Dyking to Mayor Campbell's recent meeting with Mr. Simmons and Mr. Bonham when District the question of the dissolution of the Coquitlam Dyking District was discussed, and in reviewing past records, pointed out that the Port Coquitlam City Council, by resolution on February 16th, 1970, agreed to take over the Dyking District when that District was dissolved; similarly, on April 16th, 1970, the District of Coquitlam Council agreed to assume the proportional assets and liabilities of the Dyking District at dissolution. The Municipality, however, qualified this undertaking by stipulating that the District should not be dissolved until a joint agreement between the two local governments had been reached concerning the sharing of operation and maintenance costs. Mr. Marr, in his letter, advised that aside from the capital works, the Dyking assets are largely in the form of a Renewal Reserve which, at December 31st, 1974, amounted to $100,605.00, with the annual deposit to this account being $1,500.00, and proposing that:
