Since you are new to your office you are probably not aware of the past cor- respondence that has taken place between myself and officials and politicians over the past four or five years. We met with the provincial team last week. 1 submitted a copy of my letter to John Cashore dated Feb. 10, 1998. This will become the policy and requests of the Non-Nisga’a Nass Community. It states clearly that this community docs understand that the Nisga’a government must meel or exceed the standards of watershed protection (ic. Forest Practices Code) and must consult with residents on issues directly affecting them. The problem is, Dale, that we had the equivalent of Forest Practices Code the last, ‘logged al the base of ihe mountain. ‘ Our wells were dry for the next following 12 years even though the weather status remained relatively normal. Forestry has promised never to log these settings again and that gives us a clear mes- sage that they now understand the negative affects of logging in this deticate watershed. We have had previous experience with consulling the Nisga’a team with our re- quest for a no logging plan. We have been tumed down. So much for the consultation process, it’s useless. You are incorrect on one issue also, Mr, Lovick. You state that access to all private property will be unimpeded. There are still several properties that are in question, However this issue was resolved at the last meeting and these property owners must apply now for access if they wish to have access otherwise they could possibly never have it. It focused on the report done by the local consulting firm, Burrows & Burrows. The firm was contracted to compile a community youth resource centre needs assessment, The work requested was complete, how- ever, the report did not include the support- ing documentation. As the company had this information in its possession, we re- quested it simply be included in the form of appendices and apologize for this impres- sion. Our concerns in no way reflect a lack of quality in the work performed by Burrows & Burrows. Go try a fish farm pool Dear Sir: First, let me offer my condolences to Jim Culp, Bruce Hill, and the many commercial sports fishery lodge operators who catered to the lavish indulgences of the German and American tourists for the hardships that the death of the Skeena River is causing them. I’m sure they can get easy access lo Prozac which can help ease their pain a little. Unlike the coho that they wiped out, Prozac is not in danger of making it on the extinction list. Jim Culp and Bruce Hill's grieving docs not follow any logic, and it is a bit hard to take. It was their self-proclaimed expertise on the biological integrity of the Skeena salmon stocks and their arm-chair philo- sophizing on the detrimental effects of the commercial fishery that heralded in radical fishery policies. These unprecedented policies are responsible for the present terminal condi- tion of Skeena salinon stocks. To round off the list of tragic characters in this black comedy, you can cast in two provincial bureaucrats. Bob Hooton and Art Tauls provided the provincial NDP muscle that gave the likes of Jim and Bruce the il- lusion of power. Now that reality bas finally overwhelmed their previously impenetrable mindset (thick skulls if you will), they arc suffering the emotional pain of withdrawal from their over-indulgence in fantasy. From my aboriginal perspective, a per- spective honed by my symbiotic rela- tionship with the salmon, up until six years ago the Skcena salmon stocks were not in danger. Then, the problem was nol declin- ing salmon stocks but expanding greed. Of course every time the Department of Fisheries and Oceans (DFO) came under pressure to re-allocatc the salmon stocks, they looked around for scapegoats. The divine rhetoric of Mr. Culp and MrHill provided the DFO with one. It was an casy equation to solve if you learned your math in never never land. The first step is to feed the fears of an uninformed public wilh judgment-day prophetizing. Couch every detail in conser- vation thetoric which gives the illusion thal you know whal you arte talking about, and that you alone can solve the probiem. Devise catch-word phrases like selective fishery and intersperse it with statistical gibberish to give your rhetoric an air of scientific sophistication. Then make sure you use cmotionally charged words to describe the cruelty of snariag salmon on a gillnet to hook-line- and-sinker in those who get all their in- formation from the television news. Finally, hold the public perception of the DFO hostage because this will insure their participation in this tragic farce. Mary Shel- ley wauid have been proud of her proteges, Jim and Bruce. Now what? How do we contain the monster that Jim and Bruce created in the name of re-allocation? Is it possible te undo the damage thal these false prophets have caused by their insistence of strip-mining the ecologically sensitive Skeena estuary with scine-boats in the name of selective fishery? Despite repeated warnings from those who had the most knowledge about the biology of the Skeena estuary, veteran aboriginal estuary commercial gillnet fishers, the scleclive seine fishery went ahead. The legacy of this stupidity is now staring Jiny Culp and Bruce Hill in the face, bul this time it is for real and they don’t like what they see. Jim and Bruce needn't worry that their tich middle-class tourists will go some- where else to indulge in their vanity, be cause the Skeena River was one of the last salnon producing’ ‘rivers on this planet.
