September 9th, 1974 /9, concerning rights and services provided under the new Landlord and Tenant Act, Mr. L.D. Pollock, City Administrator and/or Mr. R.A. Freeman, City Clerk, be and the same are hereby appointed to arrange for the carrying out of investigations deal- ing with such mtters as building, sanitary, electrical, health, and fire preven- tion standards when so requested by the Rentalsman AND THAT the Office of the Rentalsman be so advised. Carried. Aldermen Laking and Thompson voted against the resolution. Prior to passage of the foregoing resolution, Alderman Laking stated his view that the City's staff should not be involved at all in providing services under the new Landlord and Tenant Act as stated above, and referred to the $16,000.00 the Province contributes to the ambulance service that costs the City $100,000.00 to provide. Alderman Thompson stated he agreed with the comments made by Alderman Laking; however, Mayor Campbell pointed out that the City's staff would only be providing inspection service. Alderman Keryluk stated he agreed with Alderman Ranger's comments that the City can save the Province money by providing this service, as otherwise it would have to create offices and employ staff; however, Alderman Mabbett stated he would like the Administrator to submit a report on what this sernice would involve. Alderman Thompson stated he thought there was going to be a Landlord and Tenant Advisory Bureau to service the municipalities of Port en" Coquitlam and Port Moody. The City Administrator stated that people generally have been waiting until the Office of the Rentalsman was established, and pointed out that the problems the City is asked to get involved with are ones concerning infractions of City By-laws. Mayor Campbell stated that the City can withdraw if the staff finds it is overloaded. REPORTS: From Alderman E.W. Mabbett, August 29th, 1974, referring to the truck route Ald .Mabbett re truck System approved by Council a few years ago whereby the Pitt River Road from the traffic-Pitg River Road Red Bridge was banned except for~tocal deliveries, stating it seems the regula- tions are being ignored, not only by the trucking firms, but also by the City's enforcement personnel, and requesting a concerted effort be made to put a stop to the flagrant disregard for local City traffic control by-laws: also, that an~ other look be taken at the truck signs on this road, as to the suitability of their location. Alderman Mabbett, in speaking to his report, advised that the City Clerk had assured him the By-law would be revised sc that the truck regulations can be en- forced; however, he requested that immediate action be taken to relocate the truck signs on Pitt River Road at the Lougheed Highway and at Slkaughnessy Street so that drivers will have adequate warning of the restriction.
