Soviet archifects are planning to make the new Stalingrad a “City of Vic-
tory,” and the Union of Architects in Moscow is arranging an exhibition and a
public discussion of the first plans to be submitted for the restoration of Stalin-

rad.
2 These facts were revealed last week by Boris Ofan, one of the architects
who has helped to draw up plans for the restoration of Stalingrad, according
to a Moscow Radio report.

Ofan said, “Gigantic works of construction can already be seen against the

background of destruction.”
