DISCUSSION: The proposed building conforms to its designated use in the 0.C.P. and generally conforms to the design guidelines for the Downtown Development Permit Area. Several variances are being requested in order te accommodate the building design. The front yard setback has been reduced from 7.5 m. to 3.5 m. in accordance with the Official Community Plan. A variance to the rear yard requirement (from 7.5 m to 4.3 m) is supported because the lot backs on to Elks Park. The exterior sideyard relaxation (from 7.5 m to 3.0 m) can be supported as the building is immediately adjacent to the Donald Street right-of-way which is used as a pedestrian pathway. A relaxation of the height of the building is also requested from the required 12 m (39 feet) to the proposed 14 m (45 feet). The fourth storey of the building is recessed on ali sides in order to reduce the volumetric impact of the building on the street and to better complement the new apartments on either side of the site, which both have three-storey facades. The indoor and outdoor recreation areas, and parking have been provided in accordance with the Zoning requirements. Approval of this application will permit the construction of an apartment building within the Downtown Apartment Area. As this development conforms to the guidelines for the area and will permit the completion of this side of Welcher Avenue for multi~family uses, it is recommended that this application be supported subject to the conditions noted above. “i 2 ” ] Carlos Felip;, M.
