1990 RECYCLING/COMPOSTING PROGRAMS CON'T.

COMMENTS :

The 1991 Recycling and Composting Programs for the City of Port Coquitlam have
been reviewed with respect to collection methods, project costs, and methods
of financing.

[It is proposed to utilize a clear bag method rather than a blue box method for
curbside pickup, because the clear bag method is less costly, more flexible,
and results in high diversion rates. It is anticipated that at least 18% of
the residential waste stream would be diverted with the recycling program.
