Prior to passage of the foregoing resolution, Mrs. Monica Angus, wha Was . present in the public gallery, presented a short history of the need for the funds and stated that the basic difficulty arose in that the Society had - no operating budget a as yet and was therefore unable to transfer funds from _ one area to another as was the Custom in established hospitals. Mayor Campbell stated that a possibility existed that the Greater Vancouver Regional Hospital District would agree to bear the $3,000.00 per year deficit forecast _and he stated that he would be bringing this matter to the attention of the Health Comm.re Mosquito control ; _ from the Greater Vancouver Regional District, December 7th, 1973 regarding ~ as a Regional Dist. function © Hospital Board. From the Health Committee, January 24th, 1974, concerning a. letter _ the undertaking. of mosquito control 4s a function of the District, that was referred to. the Conmittee for consideration, and advising that having dis- cussed the implications of changing from the. present program under the Fraser Valley Mosquito Control Board to Regional District control, the Committee recommends, in view of the legal complications pointed out in a letter from _ the Mosquito Control Board, participation ona Regional basis. The Committee, in its report, mentioned that with regard to the sharing of costs in the “Letters Patent, the wording proposed is that distribution be "on-a per cap- . ita basis or by such other method as approved by the participating municip- alities and the Department of Municipal Affairs", which is sufficiently broad to allow further. negotiations on this point.
