POLICY This Municipality is committed to considering the efficient use of electrical energy in the planning and operating of all of the facilities under its jurisdiction. Each member af management it responsible for the energy efficient operation of his/her arca of responsibility, and each employes has a vital rote to play in supporting this policy. Tocarry out this policy. the Municipality of will: 1. Maintain an active and aggressive energy conservation awareness program among all employees, Consider life cycle costs when purchasing new equipment and when undertaking major repairs to equipment. (Thatis, products and systems with superior efficiency, which will pay for their premium costs within half of their usable life, wiil be preferred). Provide, within reason, the best available energy efficient systems. Upgrade cxisting facilities and equipment to higher efficiency where the change offers a simple payback of five years. Maintain equipment to energy efficient standards. Maintain & continuous education program in energy efficiency procedures and practices. Encourage all employees to suggest and iniciate projects that will save energy. Ask all employees to observe established energy conservation practices, Monitor electrical consumpaion so that energy efficiency gosis can be established and performance measured and reviewed annually. PERFORMANCE STANDARDS 1. All new purchase orders specify: high efficiency motors, transfomners and air cornpressors. adjustable speed drives for all fans and pumps where variable flows are required. All buildings equipped with monitoring type controls to manage electrical use. Lightins -ystens in new office buildings require no more than 5.0 kilowatt hours per square foot per year. New of 2 buildings operate on a total menny budget of no more than 18 kilowatt hours per square fom per year. Nance: gas, where available, is used for space and water heating. Al! zplisnces meet the applicable BC Hydro efficiency rating. Conversion where possible of: 40 wau fluorescent tubes to 34 watt ubes. ballasts to energy saving type. incandescent lampa to compact fluorescents, mercury vapor lighting to metal halide and high (or low) pressure sodium lighting.
