Dear Mayor Campbell and Council:

In the absence of the Premier, I am pieased to enclose a cheque in
‘the amount of $229,534.00. This cheque represents payment of four-fifths
of the per capita "catch-up" grant established under the Municipalities
Aid Act, which compensates for population growth occurring in your
municipality between the census years upon which the regular per capita
grant were calculated. The remaining one-fifth of the grant will be
forthcoming in 1976.

The policy of using catch-up grants to adjust for population changes
represents an attempt to offset the inequities of the previous rigid
scheme of per capita grant calculation. This policy was adopted on the
recommendation of the Union of British Columbia Municipalities in response
to the need for greater equity and adequacy of the municipal ~evenue base.
