Free Standing Signs oo, Council asked for some information on two signs located within the City, namely the one-at the Folklore Music Centre on McAllister Avenue and the City owned sign advertising the Port Recreation Centre. With regard to the first sign located on McAllister Avenue this sign was erected approximately four years ago, prior to the current By-law which was passed in 1969. The face on this sign was changed on one previous occasion approximately 2 1/2’ years ago and the face of the sign was again recently changed. Uowever, the location of the sign or the actual structure on which the sign itself is placed was not altered. It may have been possible to insist that the sign be removed or brought into conformity with the By-law. However, this was not done in view of the fact that it did not physically change the Structure. On future applications for sign renovations I believe that we should not issue a permit unless the sign can be brought into conformity with the By-law. On the other hand however, this sign will have to be removed in its entirety by June of 1974 under the terms of our present sign By-law. The sign advertising the Port Recreation Centre is legally located the required distance from property lines however, the situation is aggrevated by the fact that the sidewalk located on Shaughnessy Street adjacent to the sign is located entirely on City owned property and the sign is located in excess of ten feet fror. the City property boundary. The location of this sign is covered by Resolution of Councii which is quite in accordance with the terms of our By-law which exempts Municipal Government, Federal Government or Provincial Government Signs, The land on which the Sign is located is for all practical purposes road allowance as there will never be any building built on this site and in future it will no doubt always remain either a traffic island or will be expanded to become a part of the intersection at this location. In my opinion the City had full authority to locate the sign in this location and we maintain £ull control on the relocation of this sign should the situation at this intersection change in the future, 3. S.P.C.A, Budget We have received the budget submission from the S.P.C.A. for the year 1973. Under the terms of our agreement with the S.P.C.A. we are required to approve this budget submission before the 30th of September. We have reviewed the budget and consulted with the Districe of Coquitlam and feel that two items should be altered in this submission. These items are noted on the budget document attached and the budget is altered as recommended for approval. I understand that the District of Coquitlam and the City of Port Moody have recommended similar alterations. We have not had the opportunity of reviewing this budget with Alderman Meyer as he has been out of town and it is placed before Council for consideration in view of the deadline imposed by our agreement with the S.P.C.A,.
