WHEREAS the 1972 Asendments to the Municipal Act reduces the

majority cequired for the amendment or repesl of a toning By-lexy or for

the authorizution of a Land Use Contract from two-thirds of the whole
Council to a majority of che whele Council;

AND WHEAEAS chauges in eoning should only be effected where the
wisdom of a0 doing is readily apparent;

AND WHEREAS the reduction in the majority required msy pernit
certuin questionable requests for rezoning to be approved:

NQW_THEREFORE BE IT RESOLVED that the Province of Britiak

Columbia be requested to amend the “unicioal Act to reinstate the
tequirement for # two-thirds majority of che whole Council in matters
pertaining tc the amendzent or repeal of @ Zoning By-law or passage of

a Land Use Contract.

MHEREAS the maximum fine pereitted under the Provisions of the
Summary Convictions Act fo $$00.00;

AND WHEREAS due to the decreacing valve of che dollar this amount
is 20 longer adequate, particularly with resard to offences relating to
pollution of the environsent;

NOW THEREFORE BE IT RESOLVES that the Province of British Columbia

be requested to amend either the Summary Convictfone Act ot the Municipal
4et in order that nunteipalities may be able to levy a fine of net nore
than $1,000.00 and chat « clear declaration be nade that each day an

offence continues constitutes a new and sevarate offence.
