JANNA TAYLOR, RECREATION DIRECTOR CONMITTEE TERMS OF REFERENCE: : The executive body of PCAAA authorized the striking of a committee to determine whether Port Coquitlam city”s ice rental rates charged to PCMHA, Ringette and Metropolitan Junior Hockey are on an overall basis higher than Surrounding municipalities and ta make recommendations to the Recreation Committee and the Recreation Director, if warranted. PROBLEMS: . PCMHA over the past few years has faced tremendous cost pressures caused by various ‘factors including: 1) declining registrations, 2) escalating equipment Costs, and 3) increasing ice rentals, Cost Pressures also affect Ringette and Junior Hockey - adversely. ANALYSIS: Attached you will find Schedule I, which is a Projection of 1981/82 operations for PCMHA. Tf must be emphasized that this Projection is conservative, in that equipment cests are kept to an absolute minimum, Further it is based on a registration of 450 players. Increased equipment costs and/or decreased registrations Could have a Significant detrimental effect on per capita registration costs. Presently, PCMHA has only 341 registrants, this is expected to increase but Probably wont hake 450 as Projected, You will nete that the Projection results in an average $90 registration before considering fund raising activities, 1980/8 registration was $80 maximum. However, the Projected registration will be insufficient unless PCMHA can raise $6,000 from various activities. 1) to hold registration cost increases to nii, so fe is difficult and in fact dangerous for PCMHA te rely so Significantly on fund raising activities to balance its budget. As will be seen later, other associations are not Yequared to fund vaise or fund raise as much due to lower ice Yates. Fund raising in other minor hockey associations is for extras not for necessities as in PCMHA~s case.
