V3C 2A8 Dear Mayor Laking and Members of Council: Re: Draft Plan for the Lower Mainland of British Columbia In August, 1979, I forwarded to Counci1] copies of a summary of an incomplete draft plan for the Lower Mainland. At that time I indicated that the reaction of Councils and others to the incomplete draft would be the basis for preparing a completed draft pian. I now have the pleasure to present for your consideration the Draft Plan for the Lower Mainland of British Columbia. This draft represents the culmination of many months work involving federal and provincial agencies, regional distries planning committees of the four regional districts and their regional technical planning committees, municipalities and other interested parties. The draft also provides a sound basis for discussion of the development orpect tons for the Lower Mainland by the elected representatives and the pu Ge Counci] will notice that the draft plan contains the elements that ware not complete at the time of the meeting held with you on October 3rd, 1979; most importantly, a full suet of transportation provisions ar@ proposed in this draft. With respect to your letter of November 15th, 1979 concerning the proposed AGRICULTURE designation on the area bounded by Dominion Avenue - Lougheed Highway and Pitt River please be assured that the Planning Comaitee will consider this matter at an upcoming meeting but the principle of showing Agriculture Land Reserve areas as AGRICULTURE in the Official Regional Plan has been maintained in this draft. The GVRD Planning Committee proposes to consider the draft plan in detail during the month of April, 1980. I would therefore appreciate being advised of your Council's views by March 28th, 1980. The Planning Committee will propose to the Board any revisions to the draft plan. Based on the advice of cov ccils, electoral area directors and the public subsequently we will make recomendations to the Regional Board regarding the adoption of the draft plan as a regional plan under the Municipal Act. Following that, the relevant parts of the adopted reqional plan would form the basis for amending the present Official Regional Plan.
