Lee, City Planner Re: Proposed Developments at 3100 Block Oxford and York The Lutheran Church on York Street has made an appli- cation to rezone its property from RS~-1 to P-2 in order to construct a new church. At the same time, we were approached by a developer expressing interest in developing the surrounding ‘ properties. It is rather premature to deal with the Church's application without first examining how the surrounding prop- erties can be developed. After careful analysis of the existing conditions, the Planning Department has concluded that if the redevelopment of the church is to take place on its present site, further subdivision of the surrounding properties would not be economically feasible. In order to avoid any land-lock situation, the Planning Department is proposing an alternative (see sketch 2) which requires the church site to be relocated. The process is relatively complicated and requires extensive land exchange and road cancellation in volving the City, the Church and the Developer (see land exchange diagram). This is the most ideal plan to redevelop this block of land. Both the church and the developer are very receptive to it. However, we were just advised by the developer that, despite of his attempt to assemble all the necessary properties, he failed to convince the owner of 3152 Oxford to dispose of the rear portion of his property which is essential to the overall development. As a result, the plan as shown on sketch 2 is no longer feasible at this time. If council is prepared to approve the rezoning of the church site as it exists, council should be aware that redevel- opment of this block of land in a proper manner may never be possible. LO i L.
