eho ete SAIS ithearte ete matt JAN 1 4 4G75 TO: Mayor and Council DATE: January 10, 1975 FROM: L.D. Pollock, City Administrator RE: Mosquito Control. Board Council will recall that the Health Committee reported in December of 1974 that the Fraser Valley Mosquito Control Board had voted to discontinue opera~ tions. The Board had written to their members indicating that this was the case and had asked the individual municipalities what they desired to do for mosquito control in 1975. I commented to Council that I would be attending a meeting of officials of the G.V.R.D. and staff of Coquitlam, Surrey and New Westminster to discuss how the Greater Vancouver Regional District might assist us in co-ordinating mosquito control. The main object is to provide one agency with the legal power to enter into a contract to provide aerial spray and what- ever else is necessary for mosquito control. The Regional District Letters Patent have now been amended to enable them to “enter into mosquito control on cur behalf and they are prepared to do so. However, rather than hire staff for this function they would probably contract with an agency to provide control and Management. I have attached some notes from a meeting held December 13, 1974 at which this subject was discussed. The letter from Mr. Kelly, Chairman of the G.V.R.D. is also attached suggesting the formation of a committee to co-ordinate this function, in the meantime I note that the Mosquito Control Beard has called a meeting for January 16th and Alderman Keryluk will no doubt be attending representing the City. They have indicated that they have had replies from most of their members regarding the continuation of the service for 1975 and this will be discussed at the Thursday night meeting. The City can take either route at this point. We have something organized with the G.V.R.D. and can have a contract arranged for the 1975 Program. By taking this route we are assured of dealing with a body that hes been given power by the Provincial Cabinet to carry out a mosquito control program. On the other hand if the Fraser Valley Mosquito Control \Board elects we could retain membershi regional basis locally. legal way of continuing th there are four regional di Mosquito Control Board and this whole area. No doubt organizing something similar under four different regional districts will consume a lot more staff time. sevee/2
