Wingrove item I Re: Residential Swimming Pools The Committee disc.ssed the resolution of Council asking that the City's By-law require building permits be obtained for the installation of residential swimming pools. The matter was brought about by the lack of ade- quate fencing and gates on existing residential pools. The Building Inspector pointed out that existing by-laws under the Building Regulations By-law No. 1233, Section 9, Sub-Section 12 ~ 9.98 — Miscellaneous, covers the requirements for fancing. This sectioaA states that any structure designated as a svinming pool, wading pool or fish pond of a depth at any point in excess of two feet shall be surrounded by a fence no less than four feet high, said fence to be constructed either on the property line or surrounding the pool or pond in such a manner as to render the pools or pond safe from unauthorized entry. All gates to pools or ponds shall be operated by a spring hinge and a lock which can be opened freely from the inside only. The Committee felt that this particular regulation should be brought forth and advertised so that infractions can be rectified by the owners. The Building Inspecter pointed out that he has insuff- icdent staff to check out every swimming pool in regards to fencing and gates, however, he would bring it to the attention of the other Inspectors and more rigid enforcement 1s expected. Recommendations The Committee recommends that the section dealing with fencing under our Building Regulations be brought forth for public information and if felt necassary, advertise it. item If Re: Up~Grading of Existing Structures in RM-1 and’ RM-2 zones. As the Committee is aware, the recent changes in the Zoning By~law prohibits the construction of-new single family development in existing multiple zoned areas. This change was intended to prohibit only new construction and not to affect existing dwelling units from additions and up-prading. After much discussion, the Committee concluded that the intent of the zoning change was to prohibit new single family dwellings and that additions in a conforming manner in these particular zones should be allowed.
