Those agreements would be in- Kemano probe ferim measures agreements which _ would remain in effect until land .laim settlements are reached - with cach native group. Tsimshian Tribal Council presi- dent Art Sterrilt said his people * hope to reach a six-year agree- ‘ment that would provide what he “calls ‘baseline’ levels for native " inland commercial fisheries. Before next summer’s fishery, vhowever, Sterritt hopes to see i major improvements in how the * so-called homeland fishery opera- tes. “T think everybody made just ‘about every mistake we could : possibly make last year,’’ he said. “Now we have to look at those + mistakes and see what we can do to learn from them.’’ In particular, there was poor communication and enforcement, Sterritt said. nN ad He said there was little under- standing of whal the program was all aboul wilhin their own people as well as the non-native popula- tion. “We had a lot of people doing ihings that weren’{ necessarily ac- cording to the agreement,’’ Ster- ritt added. ‘‘Major information has to go out to people before it starts in (he new year,” He said the Tsimshian will be- gin talks in early January. He also said the Tsimshian hope any reallocation of stocks to them doesn’t hurt the commercial fishery. Lemmen said some boats from the commercial fleet will be retired to make room for the real- location of fish to native groups. Fisheries officers made several seizures after allegations of il- legal fish sales last summer. Te was the first year matives were allowed to fish commercial- ly on the Skeena. Four native groups — the Tsin- shian, the Gitksan, the Wet’suwet’en and = the Fort Babine band — were given a combined total of 150,000 sock- eye and 150,000 pink salmon. Those were surplus fish over and above cscapement: targets, which were to be taken selective- ly using fish traps and other methods. TERRACE — RCMP have de- cided not to lay charges following allegations of, evidence -tampering pervised ‘the handling ‘of the Kemano Completion Project in the mid-1980s. An investigation determined there was nol enough evidence to lay charges, said Vancouver RCMP commercial crime super- intendent Emie MacAulay. He added that the length of time that had elapsed was also a factor in deciding not to proceed. The allegation — contained in an internal memo leaked this fall —- is that Department of Fisheries and Oceans biologist Harold Mundie was asked in 1986 to change his expert wilness state- tient in preparation for a court case between DFO and Alcan. RCMP first investigated the al- legation more than a year and a half ago. MacAulay reviewed the case this fall after the public rclease of a serics of memos. — “My review of the matter did inét change our position on this case,” he said. Mundie and others never gave their testimony because Alcan and the federal government reached an out-of-court deal in 1987 to give the company rights io up to 88 per cent of the Nechako’s historic flows, “The agreement set out mini- mim water levels for the Neéchako River that are about half whal a committee ‘of DFO scientists had been calling for to protect fish. tia -News Photo Reprint : Service THE TERRACE STANDARD ~ is now offering a reprint service _ tolts readers, You can get a _ 8x5, 5x7 or 8x10 copy of your favorite black and white photo from our news files.
