SUBJECT: Replacement of Telemetry System Cll anna anam aw bilateral ahterhdedehtaealateah ekehiteehelndnlahadedekaabslekihhatekabadakahakaledaknimbadetetakotrdrkekorketon The existing telemetry system consists of an alarm panel at the Port Coquitlarn Fire Hall on McAllister Avenue connected to each pump station throughout the City via B.C. Tel lease lines. The panel monitors alarms from 19 sanitary, 3 storm and 2 water pump stations; identifying problems with both the B.C. Tel lines and unidentified problem alarms of each pump station. There are 4 storm stations without alarms. The following is a list of the problems and inadequacies we have experienced with the existing system. 1, All pump station alarms are relayed to the Port Coquitlam Fire Hall which relies on someone to acknowledge the alarms and contact the appropriate staff to investigate the problem. The Fire Dept. does not provide a dispatcher 24 hours a day. This leaves the telemetry panel unattended at times resulting in considerable liabilities. Ifa station went down and an alarm was not acknowledged serious problems could occur. In the case of some pump stations 45 to 60 rninutes is all the time we have to take rernedial action (Lynwood, Mary Hill). The present telemetry system only provides for two alarm distinctions; a trouble on the B.C. Tel line or a pump station alarm. It does not indicate the type of problem at the pump station, therefore a man has to physically go down to the pump station to see what the problem is before he can arrange to take the proper action, causing in further delays. The advantages with the new proposed telemetry system are listed below for your review: l. There will be no further need for the Port Coquitlam Fire Department to monitor alarms. An alarm panel would be set up in the Foreman's Office at the Works Yard, with a time delay and a second panel at the Coquitlam Fire Department Central Dispatch, or any other dispatch centre, which will ensure all alarms are being monitored 24 hours a day.
