That Council approve the Proposed Capital budget for 1994 Public Works, Water and Sanitary Utility DCC projects. BACKGROUND & COMMENTS: In previous years, the. Public Works, Water and Sanitary Utility Capital budgets were normally approved by Council in the middle of May of each calendar year. Subsequent to Council approval, we will commence on the ’ engineering proposal and the engineering design. Normally, the engineering design will be completed by the end of August and the tendering processes and awarding the contract will be completed by the end of September. This will only leave one to two months of construction period if we want to complete the project within r calendar year. However, it usually takes more than one to two months to complete a construction Tes furthermore, we usually encounter unexpected delay due to some unforeseeable circumstances (i unexpected problems, etc.). As a result, the project will not be completed until April or May of- ' ioilowing year. We ML Therefore, we wish to commence the engineering proposal and preliminary engineering design tc. ve 1994 Public Works, Water and Sanitary Utility DCC projects immediately. If we start the engineer,” ~~" process now, the engineering design will be completed by the end of May and we will be able to award="-\*- contract by the end of June. This will leave us with four months of construction period and sufficient time to complete the project by the end of 1994.
