It is not capable of: providing sufficient cooling output to handle large numbers of people or large differences in temperature between inside and outside. It also does not change the air fast enough to keep up with a large number of people smoking. It is obvious that if we continue to use the rooms as we have been doing, we will have to budget for a new air conditioning system for next year. In the meantime, we will have to start cooling the room. sooner, particularly in warm weather. I still feel it is desirable to install permanently closed windows so that it is not possible ‘for the users to defeat the air conditioning system. , Funds for a new air conditioning system will. be included in the 1983 Provisional Budget. .
