Kirk DATE: October “7, 1991 City Administrator FILE: OCP-1992 Series FROM: Carlos Felip Director of Planning Environmental Assessment Terms of Reference Planning Committee - October 16, 1991 That Council approve the attached Terms of Reference for an Environmental Assessment of the City and that the Planning Department staff be authorized to hold the proposal call to select a consultant to wuidertake the The above recommendation with the attached report was considered by Council on September 13, 1991. At that meeting, Council passed a resolution "That the report... regarding Environmental Assessment Terms of Reference be deferred...pending further information regarding the cost of the study and where the funds will be provided from." As part of the 1991 Budget Process, the Planning Department requested “growth” funds of $20,000 for Official Community Plan work. This money would be the counterpart to a 440,000 Provincial Grant that had been applied for the same purpose. The $60,000 would have permitted to engage consultants in the preparation of an Environmental Assessment Study, an Office and Retail Needs Analysis, and possibly, a Transportation Analysis of the City. Due to budgetary problems, the Provincial Grant was reduced to $25,000 and the $20,000 growth from the City did not materialize. Council, however, instructed the Planning Department to proceed with the Official Community Plan work, if necessary at a slower pace, but using monies for project work from the regular Planning Budget. In response to Council instructions, the Department has undertaken the preparation of the Office and Retail Needs Analysis, soon to be presented to Planning Committee and Council, and will work with the Engineering Department on the Transportation analysis. rete oe ee
