June 30th, 1975 /3. query regarding the speaker system 1n the Club's lounge, that the By-law allows occupancy and activity normal to a golf club; however, the resident advised that the noise from the speaker was quite loud and is a nuisance to those living nearby and that he would be quite agreeable to a general liquor licence being issued if the speaker was removed. Alderman Thompson advised that if the speaker system is not being properly operated a complaint should be made to the City's By-law Officer, who will investigate ine matter. Alderman Mabbett commented that apparently Mc. Gill has not apprised the neighbouring residents of the intentions of the Club to obtain a general liquor licence as was suggested to him previously; however, Alderman Laking pointed out that the use of the facility has not changed except that the licence will permit public golfers tu have a drink. Moved by Alderman Thompson: Seconded by Alderman Laking: That as recommended in a report from the Land Use Committee, June 27th, 1975, the granting of a general liquer licence to the PoCo Valley Golf & Country Club be approved. Carried. Aldermen Mabbett and Ranger voted against the resolution. Prior to passage of the foregoing resolution, Alderman Ranger referred to his request last week that there be some written assurance that the members of the Club approve of the issuance of a general liquor licence, and inquired whether this had been done. Mr. Gill advised that he had not, in fact, obtained written approval from the members; however, he pointed out that the members elect the Directors who make decisions for the membership, and that the lounge area is not legally part of the Club. Alderman Ranger commented that if the City is going to be granting the licence, then it should ascertain that everyone involved has a chance to "have a day in court". Alderman Ranger then stated his concern at the effectiveness of a noise by-law, and pointed out that it has taken the Greater Vancouver Regional District over four years to have one drafted and it is still not complete as yet; however, Mayor Campbell advised that the difficulty with the Regional District's By-law lies rot so much in the technical part as in getting approval from member municipalities. Alderman Traboulay stated he felt all areas of the application had been satisfied, and that the only reason public participation was suggested was because at the time of its initial consideration, there was concern that if the licence was granted the use of the facility could be extended to that of a neighbourhood pub ov beer parlour.
