Inflation is the main issue’

flation is the desperate effort of
a decadent imperialist system to
sustain itself.”

Inflation, said Prof. Whitefield,
can be alleviated and eradi-
cated by determined and united
action on the part of all progres-
sive people in-Canada. “Liberals,
Tories and some NDP’ers have
shed crocodile tears Over the
effect of inflation on the poor
and the weakly organized, on the
old and the sick. It has been

well within the power of these
three parties to solve the prob-
lems of the poor.

“Pensions must be increased,
a guaranteed adequate income
introduced, and the minimum
wage raised.” It is not sufficient,
he said, to take care of the
weakest sections of society. In-
flation must not only been alle-

-viated; it must be destroyed.

“Inflation is a means of rais-
ing profits,” continued White-
field. It will continue so long as
it succeeds in increasing profits.
Progressive political forces to-
gether with the trade union
movement must clearly repu-
diate the notion that wage in-
creases cause inflation. The op-
posite is the truth. Advances in
wages to restore and advance
the value of labor power will
defeat the monopolists’ inflation

“As put forward by the Com-
munist Party, the entire pro-
gressive movement must in-
crease its militancy and vigor-
ously struggle for a restoration
of the value of wages. Inflation
requires a democratic solution,
with the great mass of the Cana-
dian people joining in united
action against the monopolies.”

not what's needed

Grant Privileges

It is precisely on this point
that the Anglophone national-
ists are enraged. Here we have
to do not with democratic
rights, but with privileges aris-
ing from the British Conquest,
that is to say, the ownership of
the big enerprises in Quebec is
in the hands of big U.S. and
Anglo-Canadian monopolies who
grant privileges to English-
speaking employees and discri-
minate against French-Canadian
employees. The big monopolies
see in Bill 22 an effort to bribe
them to accept French as the
language of work and as open-
ing the door for patronage.

The policy of the Parti Com-
muniste du Québec (and of the
Communist Party of Canada) on
the national question takes, its
point of departure from two
principles: no privileges for any
nationality; no discrimination
against any nationality.

In terms of the language ques-

tion in Quebec, this basic posi-
tion means:

1. No privileges for any na-
tionality at work, with respect
to hiring, to promotion or the

language of communication, etc.

2. No. discrimination against
any nationality in the choice of
English or French as the lan-
guage of instruction in school.

For French-Canadian nation-
alists this is unacceptable. For
them the question is one of ma-
jority. The English-speaking
have arrogated privileges to
themselves as the majority in
Canada. Well, then, the French-
Canadian nationalists use the
same argument for complete
supremacy, claiming they are
the majority in Quebec.

Language of Work

The majority-minority argu-
ment is not a solid basis for the
solution of the national ques-
tion, and even less so for the
solution of the language ques-
tion. It is not a question of the
numerical importance of one or
another nation, but of the qual-
ity of all nations and languages

regardless of their numerical
importance. ;

The internationalist point of
view indicates that the root of
the language question in Que-
bec is to be found in the ques-
tion of the working language.

- For the moment that French be-

comes in fact the principal lan-
guage of work, without discri-
mination, at all levels, the ques-
tion of the language of instruc-
tion in the schools will be re-
solved in principle without anti-
democratic coercion directed
against minorities. But, there
are those, such as in the news-
paper Le Jour, who claim that
“the root of the language ques-
tion in Quebec is to be found
in the language of instruction
in the schools.” This position,
which accords with that of the
Parti Québécois, condemns Que-

bec to a nationalist struggle

without hope of solution. It be-
clouds the class struggle and
renders a democratic and defi-
nitive solution of the question
impossible.
Reinforce Unity

The recent Convention of ‘the
‘Canadian, Labor Congress show-
ed in decisive fashion that there
is a way to unite the workers
of Quebec with those of Eng-
lish Canada in a common strug-
gle against the domination of
U.S. irhperialism and Canadian
monopoly by respecting the au-
tonomy of the Quebec trade
union movement. As Louis La-
berge, President of the Quebec
Federation of Labor correctly
pointed out, this‘ respect will
reinforce the unity of the work-
ing class of Canada.

Don’t let us be divided by the
siren appeals of the nationalists
nor of the bourgeoisie. Every-
pody should be against Bill 22,
not for nationalist reasons, but,
on the contrary, for internation-
alist reasons, which will further
tighten the fraternal class bonds
between the workers of the two
nations of Canada, as well as
between them and the im-
migrant workers.
