MEMORANDUM

The Environmental Protection Committee

Out of School Day Care Facility - Meridian Village

The Committee has received a request for a further licence for
the day care centre in Meridian Village. Council may recall that we have
had previous licences issued for the facility, one involves regular day
care and is licenced for up to 25 children. There is also a child minding
licence for up to 15 children. This licence covers the children under six
years of age. Their current request if for a licence up to 20 to handle
"Out of school care" this program is being run by a group of non profit
societies which include the PoCo Mo Boys and Girls club. They have received
Government funding to carry out this program which will cater to children
of school age and will therefore operate after school hours for example
from 2:30 to about 6:30.

Most of Council are familiar with the facility which was
constructed specifically for thts type of use and there are two areas.
Day care takes place in one portion of the building and operates from about
7:00 in the morning to 6:30 in the evening, the child minding and out of
school care would operate out of the other portion of the building and
would not conflict. The child minding between the hours of $:00 and 11:30
in the morning and the out of school care would run from 2:30 to 6:30 in

the afternoon. This additional licence would make full use of the
building and would £111 the need for both the residents of the development

and the surrounding area.

This property is not zoned Institutional and normally the
numbers of children would be limited. We have dealt yith the previous
licence request on the basis that the facility was constructed specifically
as a day care centre and was constructed as part of the overall land use
contract, we have therefore approved the previous licences on the basis
it was not restricted by the regular residential zoning. The current
application for a licence would therefore meet the description for the out
e£ school care definition of an institutional zone.

The building has been inspected and meets the requirements of
the Fire Marshalls Office.

The Committee would therefore recommend that the request for a
out of school facility licence for the Meridian village facility be approved
for up to 20 children.
