Fee + =. ar THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: City Administrator November 25, 1987 FROM: City Engineer SUBJECT: Closure of Harbour Street - Public Works Committee November 24, 1987 Racommendation: That Harbour Street be closed at the property IIne between 1980 Harbour and 1190 Pitt River Road and that the closure be included in the Traffic Bylaw. Background and Comments: A condition of the approval of the Shell Service Center at 1190 Pitt River Road, by the Department of Highways, was that Harbour Street be closed west of Pitt River Road. As Harbour S+reat is to serve as access for the Shet!l Service Canter, the closure must take place between the Shell Service Center and 1980 Harbour Street. it was originally antictpated that Harbour Street would and In a cul-de-sac trom the east and that the portion of road tn front of Kroeker's property would be narrowed to a lane for emergency access only. Hewever, this option became Impractical when the City purchased the park property off the back of 1980 Harbour Street. The current proposal would be to Install a concrete barricade across the road to prevent through traffic. Since Harbour Street Is onty a gravel surface but Is receiving a lot of use from the new subdivistons to the west, I+ is desIrable to close It at this time to reduce the need for ~ road grading. It is desirable that all the subdiviston traffic use Carme! Avenue rather than Harbour Street for access to Pitt River Road. The owners on both sides of Harbour Street fully support the closure.
