During the past and present year, many millions of workers have participated in general and partial strikes, in unemployment marches; in some cases they have locked themselves inside the factories as a form of strug- gle. These struggles won wide support from progressive people and anti-imperialist groups. To crush these struggles the puppet governments have launched reactionary legislation, firstly against, the Communist Party and also against the work- ers and democratic sectors. Except for brief periods of legality our Party has been ille- gal since 1930. During these years, though illegal and threat- ened by prison, torture and death, our Party has never di- minished its work with the workers and other democratic people. This has frustrated all attempts of reaction to isolate us from the working masses. Our struggles are not easy. We are defeating the influence of the reactionary nationalism introduced by Peron, especially among the working class. It was necessary for many years to carry on patient work in order to create a swing towards the left, especially among those in- fluenced by Peron. As a result of the struggles of the working people and as a result of the last Presidential elections (even though it was a fraud) the political parties of the Right were defeated, and now we have a government of a liberal bourgeois character, en- joying some democratic possi- bilities. Considering this new situation our Party is trying to extend democratic rights by mobilizing the masses to support the demo- cratic aspects of this govern- ment and to force it to put into life its promised program. This does not mean that the Party abandons its independent policy or reduces the advance of its own program for anti-imper- jialism, agrarian reform and for peace. Basing itself on the principle that revolutionary changes can only be achieved by mass action, peaceful or non-peaceful, the 12th Congress of our Party re- solved to accelerate the National Democratic Front, by helping to create committees of struggle for demands — economic, social and political, and by helping to strengthen the peace movement, the Movement of Solidarity with Cuba, women’s work, youth, etc. Our Party pays great atten- tion to the work in the trade unions. In our country all work: ers are organized and their unions are all part of the General Confederation of Labor. But our Party still thinks that our recruiting is not in accordance with the influence of our Party among the masses, and because of this our central committee devotes special attention to the constant growth of our membership. At the same time we have a program of Party education and strive to make the masses aware of Marxist-Leninist principles. This year we have finished pub- lishing (illegally) the 40 vol- umes of the complete works of Lenin. In our coui..zy we have many difficulties to overcome. But we now live in the epoch of Social- ism, headed by the powerful Soviet Union, and there is a developing struggle of the work- ing classes in the capitalist coun- tries, the strengthening of the national liberation movement in the countries of Africa, Asia and Latin America. We are confident that we will triumph in our country and defeat imperialism and go on towards an agrarian and democratic revolution. German welcome By MAX REICH BERLIN East Germany’s youth has a rendezvous in East Berlin at Whitsun. From just fun to sports competitions, from cultural events to discussions on count- less subjects, from books to politics—no questions barred, it is stated officially—a program that lists over 900 items will satisfy every taste and every mood. West Berlin acting mayor Al- bertz said it would be a good idea if 120,000 West German youths came to West Berlin at Whitsun and went across to East Berlin to tell the captive East German youth something about the free world. West German deputy premier Mende, leader of the Free Democratic Party gave similar advice to the youth of his party. In East Germany these pro- nouncements were greeted by the organizers of the rendezvous with: “The more that come the better. Everybody is heartily welcome.” Bonn officials had second thoughts. They cautioned against the attendance of young West Germans. They argued this way: “Our young people don’t know enough. They are no match in political and ideological discus- sions with East German youths.” And now all strings are pulled to prevent young West Germans from going to East Berlin at Whitsun. Helmut Ulrich and Horst Wilde who had gone to officially invite the West German youth organ- izations, were arrested by Bonn police on April 10.
