Prior to passage of the foregoing resolution a discussion ensued during which Alderman Mabbett expressed concern that problems, similar to those encountered at a similar establishment in the Flint-Manning Block, would occur in this area, however, it was noted that the majority of the previous problems had occurred in a parking lot to the rear of the building, a situation which does not exist in the present application. Alderman Laking expressed the view that if a Cabaret was not permitted in the *Downtown' area of the City, what would be considered a suitable location and further that he felt a letter should be sent to the Liquor Control Board reminding them that they should advise applicants in future that Council approval must be obtained prior to approval being granted for a liquor licence. He noted that in this instance, the applicant had spent a considerable sum of money in carrying out renovations to the establishment and had not been advised until after the completion of same that his liquor licence would not he approved until the Municipal Council had given their approval for the establishment. Mr. Peter Theodoropoulos, the owner of the Empire Cabaret was in the gallery and briefly addressed the Council with a view to giving the members of Council an idea of the type of entertainment, clientele, etc. that could be expected at his establishment.
