Thank you for your invitation to quote on the above mentioned Request for
Proposals.

ETL is a strong supporter of the BLUE BAG Concept and the City of Port
Coquitlam's efforts to maximize the source réduction of Municipal Solid
Waste. |

After reviewing our original proposal made jointly to Port Moody and Port
Coquitlam we have determined that our commitment to this program
expires at June 30th; 1992. We will therefore maintain, with your
agreement the existing price schedule to the end of that pericd, that is
until June 30th 1992. °

It ig ETL's philosophy that wherever the cost of recycling i¢ equal to, or
less than the cost of disposal, recycling should be mandatory. In light of
the above we have developed a proposal which we believe is fair and
equitable to all cancermed parties. As of July ist 1992, our price will
change to $69.00 (sixty|nine dollars) per tonne, such orice being effective
until December 3ist 1992.

We suggest that this arrangement will give Port Moody and Port Coquitlam
ufficient time to plan their recycling activities beyond the original term
