Chong, P» Eng., SUBJECT: Relocation of Concrete Palisades on Citadel Drive (Public Works Committee Meeting June 7, 1988) Recommendation: 1. That the existing concrete palisades on the south side of Citadel Drive be relocated in accordance with the design proposed by Genstar. 2. That the estimated cost of $7,800 for the construction of the new concrete palisades be funded from the 1988 Unallocated Public Works Capital Budget. Background and Comments: The construction of the Genstar concrete palisade entrance gate on Citade! Drive was approved by Council early in 1987. After the construction of these structures a subdivision known as Gateway Place was proposed northeast of these structures. The road teading out of the Gateway Place subdivision intersects Citadel Drive just down slope of the southerly set of concrete palisades. A check of the sight distance at this intersection revealed that the removal of the southerly set of concrete palisades is necessary to satisfy the safety requirements. Genstar Corporation has been advised of our findings. While they understand the need for the removal of these structures they are firm in their position that similar structures should be rebuilt at a safer lfocation. The total cost estimate for the removal and reconstruction of the southerly set of paiisades is $11,510. The developer of the Gateway Place subdivision has agreed to the removal of the these structures at his cost but he does not feel that it is his responsibility to reconstruct new ones. Deducting the cost of removal from the total cost estimate leaves a baiance of approximately $7,800 for the construction of the new structures. Genstar has been approached to cost-share in the new structures. They have refused on the grounds that they can not, in principle, justify the expenditure. The City on the 4a -|- “
