Eng., FILE: PWC City Engineer SUBJECT: APPROVAL FOR A TEMPORARY ACCESS ROAD - CITY OWNED PROPERTY - LOT 4, PLAN LMP 7676 - NACHT AVENUE (Public Works Committee Meeting of May 11, 1993) RECOMMENDATION: That Council approve the use of a portion of Lot 4, Plan LMP 7676 as a temporary access route as shown on the attached Plan | provided that the road, a wheel wash and an access gate is constructed as shown on the plan, and provided that the City’s requirements for insurance and security are met. BACKGROUND: 1) Plan i - showing the proposed temporary access route. 2) Plan 2 - draft sketch of future development r~ posal for the Coquitlam Indian Reserve No. 2. DISCUSSION: The Coquitlam Indian Reserve No. 2 has a proposal to develop a driving range and other land uses as shown in the attached draft concept plan. The Band has made arrangements to discuss this proposal with the City Planning Committee. At this time, Bel Construction Ltd., on behalf of the Coquitlam Indian Band is requesting permission to access the band property from Mary Hill Road, Nacht Avenue and a temporary gravel road as shown on the attached plan 1. The temporary access road would be built on a location where the future Shaughnessy Street and other future local roads are to be located. The temporary access road would have a wheel wash, a gravel road and a asphalt surface road constructed prior to connecting to Nacht Avenue in order to keep the City roads as clean as possible. Gates would be constructed along the tempcrary access road to limit access to construction vehicles only.
