THAT Gartner Lee Ltd. be commissioned to undertake the Environnental
Overview Assessment of Port Coquitlam at the upset cost of $23,112 and on
the baeis of the Terms of Reference approved by Council om October 21,
1991.

BACKGROUND ¢

On October 21, 1991, Council authorized Planning Staff to select a
Consultant to perform an Fnvironmental Overview Assessment of the City, as 4
part of the review of the Official Commmity Plan. It wag estimated that this
study could be carried out within 2 months at a cost between $20,000.00 and
$30,000.00.

SELECTION PROCESS:

Seven proposals to undertake the study were received ranging in cost from
$21,600.00 to 29,900.00 (excluding G.S.T.)-

After consideration of all submiggious received, three applicants were
interviewed to enaure that theiz proposals met the City's requirements.

Staff are satisfied that the firm of Gartner Lee Ltd., which presented the
Lowest bid of $21,500 will be able to perform the study as well as other firme
that bid higher. The addition of G.S.T. to the cost of service will result in
a total cast of $23,112.00, which the firm has indicated will be the upset
price to complete the study.

It is therefore recomended that Gartner Lee Ltd. be commissioned to
undertake the work at an upset eoat of $23,112.00.
