Eng., City Engineer SUBJECT: Request to Eliminate Check Valves (Public Works Committee Meeting March 28, 1989) RECOMMENDATION : BACKGROUND AND COMMENTS: The attached letter from Mr. Beedie provides the background to his request to waive the requirement of installing check vaives on 150 mm water connections servicing his industrial lots. This requirement is currently Stated in the Subdivision Servicing Bylaw. The rationale for the check Valve requirement is that the City has little Or no jurisdiction to continually inspect or control the operation or Maintence of the plumbing system inside the property line. The only Opportunity the City has to exercise some control inside the property is at the initial Pbuilding stage. Mr. Chernoff advises that for all new installations the Building Department would assess the risk of a cross connection and then determine whether a back-flow preventor is needed or not. Generally speaking, these back~flow preventor devices are intended to separate the domestic from the non-domestic (ie. sprinkler the building. As such they do not necessarily of preventing contaminated water Originating Siphoned into the City's water system.
