Proceed with the budget process until the
member Municipal Councils and School Boards agree on the
basis for apportionment. if we cannot agree, the matter
must be referred to the Minister responsible for the Library
Act who will fix a ratio. Accordingly, at its regular
meeting on November 28, 15984 the.Board of Management passed
the following motion:

"That the Board of Management apply the
"Converted Base" this year to determine
Member Assessments and Work toward Actual
Values over a three year period".

Consequently there are two decisions your Council must make:

(a) Are they in favour of using the "Converted Base" as the
basis for apportioning the Member Requisition in 1985.

(b) Are they in favour of phasing in the use of Actual
Value Assessments over a three year period beginning in

1986,
