VANCOUVER 2, B.C e =6TEL: 685-5832 ist November, 1971 COUR JAN 24 1072 Dear 'ayor Seott, LOWER MAINLAND PLANNING CONGRESS I expect you are aware that the Community Planning Association has for many years been concerned with the urgent need for regional planning and has regularly attempted within the resources of our membership, to assist whenever possible in develcping this philosophy. ' We were very concerned when the Lower Mainland Regional Planning Board was dis- banded but we can now see clear patterns of regional planning emerging and we have been taking stock of the pare which we may play in the future in regard to regional planning in the Lower Mainland generally. We have contacted the chairrien of the Regional Districts and a number of persons active in municipal government and we are proposing the formation of a PLANNING CONGRESS which we would organize and sponsor and which would cover the Lower Mainland area, We feo] that there is a need for a forr:m where members of Councils, Planning Commissions and Senior Officials contained in the four Lower Mainland Regional Districts can meet on a regular basis to hear papers on matters of common and urgent concern and to yuice opinions and diseuss these issues both from the floor of the meeting and informally. , We see such a programme developing as follows: 41. A dimer will be held at a regular and convenient interval, possibly three monthly, say on the third Thursday evening of each third month, at the Villa Hotel. The format for ithe evening which we propose is that there would be a no host bar, a dinner would be served at the end of which a formal presentation would be made followed by informal discussion from the floor, and finally, those present would mingle in an informal coffee gathering to continue discussion at the end of the meeting.
