I have now been informed that Mr, August Huber who hes been an employee of the Dyking Commission for many years will be retiring at the end of February and the Dyking Commissioner has asked if we would extend our involvement to include a regular check of the pumping facilities to ensure that they are operating Satisfactorily. The cost of this work would Similarly be charged to the Dyking Commissioner and we would be reimbursed, Although we can work this request into our regular public works routine I thought Council should be aware of the request in view of the fact that it does not keep us in an entirely independent position in the dyking operation. As Council are aware we are applying pressure to the department in Victeria to try and obtain funds for interna’ drainage or pimping improverents., I don't feel that our involvement would necessarily jeopardize our position with Victoria as it 1s apparent that there will be no chenge in the present dyking administration until such time as the Federal/ Provincial Cost Sharing Program is implemented in our Municipality. Unless we are able to obtain funds from Victoria under some separate grant it is possible that there will be no money spent on drainage improvements unless it is for the progran. it is therefore almost a case of assisting the Dyking Commissioner to insure that some maintenance work is carried out, 1f we do not agaist there is a possibility that less maintenance will be done than was done before. As mentioned above I don't believe that our favolvement would necessarily jeopardize our position with Victoria. However, {t may put us in en awkward position lecally if we assume a Sreater share of the Dyking Coamissioner's responsibilities (even though we are being reimbursed). Te will be assumed that we should have carried out proper maintenance to avoid flooding of the icwland areas and there is absolutely no way that any significant flood control improvements can be made with the budget presently at the disposal of the Dyking Commissioner. The specific work being requested at this time involves a check at a specific sine each day of the three pumping locations along the Pitt River Dyke and if there is any pump failure due to vandalism or other cause we would take appropriate action to notify the D;king Commissioner and get the pump back into operation. I would like Counci..’s concurrence with us undertaking this responsibility. The need for increased involvement perhaps serves to stvengthen our argument that the present ‘ o+/3
