Kirk June 27, 1989 city Administrator FROM: Environmental Protection Committee SUBJECT: Amendment of Animal Control Bylaw No. 1020 RECOMMENDATION : That Bylaw No. 1020 be amended by adding the following definition: "vicious dog" shall mean any dog with a known propensity, tendency or disposition to attack without provocation other domestic animals or humans, or any dog which has bitten another domestic animal or human without provocation. BACKGROUND AND COMMENTS: In response to a complaint about Pit Bull dogs being inadequately restrained, the Committee has reviewed the City's Animal Control Bylaw and has surveyed nine other municipalities in the Greater Vancouver area to determine what regulations are in effect elsewhere in the region. Although five of the nine municipalities surveyed have a definition of vicious dog which identifies specific breeds including but not limited to Pit Bulls, the Committee feels that the above definition would be sufficient to identify which dogs should come under the containment, impoundment, and destruction provisions of the current Bylaw. The Committee also feels that it is not necessary to require that all vicious dogs be muzzled when in a public place or to establish higher licensing and impoundment fees as a deterrent to ownership of vicious dogs as is done in some other jurisdictions. fA C- Alderman M.C.
