Dear Mr. Freeman: On behalf of the Secretary of State, the Honourable Gérard Pelletier, I acknowledge receipt of your letter of May 3, 1972, in which you advise of a resolution passed by the Corporation of the City of Port Coquitlam requesting an indication of the reason of refusal of project no. 520-0534, an application for funding under the Opportunities for Youth Programme ‘entitled "Intensified Ground Control of Mosquitos". I am advised that this submission, and others similar to it, obtained a relatively low rating in the component of innovation. Preference in the allocation of available funds was of course given to projects which offered new services to the community, or.new approaches to existing services. In this instance, it was felt that mosquito control programmes are properly = iocal or municipal responsibility; accordingly it was determined that the available funds might perhaps best be extended to other projects which more fully satisfied the criteria enunciated by Cabinet for the operation of the Opportuni~ ties for Youth Program.
