26 Terrace Review —— Wednesday, December 11, 1991 [Looking back... i The RCMP. Compiled by Diana English ONE YEAR AGO THIS WEEK... Record rains following a major snowfall caused severe flooding problems in many areas. Families from Copperside Estates and Kalum Lake Drive needed to be temporarily relocated and some Lakelse Lake residents were iso- lated behind a washout on First Avenue. As well, several roads and . highways around the area were shut down for varying lengths of time due to flooding, mud slides and instability. Native land claims and environ- -mental concerns were among the obstacles Orenda Forest Products -was facing in their proposal to build a pulp and paper plant near Meziadin Junction. Some of the other hurdles Orenda was contend- ing with were the situation of logging camps and suggestions from both the Terrace city council and the Regional District of Kiti- _ mat-Stikine board to use recycled paper instead of kraft pulp from Prince Rupert. The regional district board were reserving any decisions on the proposed pulp mill pending ‘receipt of more information on the proposed plant. With only a few weeks left in the year, Tertace city council voted to allocate an additional $70,000 into the 1990 snow removal budget. The move came after severe snow storms in December ate up most of the 1990 budget. The additional funds would ensure snow removal & to the end of the year, with any surplus dollars to be transferred to the 1991 budget, or other areas. A recommendation by the RCMP to remove. the "Right Turn Only" sign at the Eby Street exit of the Skeena Mall was put on hold by Terrace city council until they could sce the results of a current downtown traffic study. suggested that although they requested the sign be posted when the mali was first built, construction of new busi- nesses along Lakelse Avenue was causing additional traffic along that street, making it more difficult to tum left onto Lakelse from the main mall entrance. They felt it could be safer to make that left turn onto Eby» Street, TWO YEARS AGO THIS WEEK... -- The Kitimat-Stikine Regional District board approved plans for ‘the construction of a gymnasium complex on the Thornhill Com- munity Grounds by the Terrace Peaks Gymnastics Club. They also - offered their support for a lottery grant application made by the club, asking the regional district admin- istration to draft any necessary legal documents required. Plans were for the complex to be built in two or three stages, depending on funding available, with construc- tion expected to start the following spring. _ ‘Tertace city council approved a - Tourism and Economic Develop- frient Committee recommendation coficeming Big Bertha, the bright yellow logging tower located on Highway 16 near the Dudley Little Bridge. City members and local individuals familiar with the old spar were to “endeavour to restore Big Bertha to authenticity". They would also investigate the possibil- ity of setting up a display to dem- onstrate the evolution of logging in the area. . A Canada Mortgage and Housing release showed Terrace with a vacancy fate of 0.6 percent, dropping from 3.7 shown the pre- vious year. THREE YEARS AGO THIS WEEK... Local architects Soutar and Asso- ciates submitted their $879,000 proposal for the public library expansion project. The plans included upgrading of the present facility and the addition of 5,644 square feet to the back of the building. Also in the plans were a stairwell from the lobby to the lower floor for better access to the mecting room, a new art gallery, an outdoor display and reading area, expanded storage, and more library work space. Upgrading to meet National Building Code stan- dards was included in the expan- sion costs. . Pedestrian safety on Lakelse Avenue was being looked into by the city after an elderly resident using the Sparks Street crosswalk was struck by a vehicle. Even though a traffic study was being done as part of the approval pro- ~-eess for the Skeena Okanagan Group shopping centre develop- ment, Terrace aldermen felt there was a problem with crosswalks on Lakelse Avenue that needed to be addressed immediately. The prob- Jem was being looked into by the Public Works. Committee and the Finance Committee, who would also be working with the RCMP. The Terrace District Teachers’ Association was threatening strike action if no contract settlement was reached before the end of the Christmas break. Teachers had been told not to return to work after the break unless there was an agreement on the contract, and to prepare their students for a pro- longed absence from school. FOUR YEARS AGO THIS WEEK... | Over 30 concerned residents packed council chambers to protest a zoning request for a proposed trailer park in the 4600 block McConnell Avenue. The property owner had asked the city to rezone the property to allow construction of a 50-pad trailer court and the sale of an additional 10 pads as private lots. The protesting resi- dents presented two petitions to council with a total of 197 names, apparently representing 135 house- holds in the surrounding neigh- bourhood. A spokesman for the residents said the proposed rezoning was in contradiction to the 1979 Terrace Municipal Plan which designated the property as a community park. The 100-kilometre drive to Dease Lake takes two hours or more — in the summer — and the first 30 kilometres are an authentic cliff hanger. — There is an airstrip at Tele- graph Creek, but it’s an airstrip with all the usual rural prob- lems. No one wants to mow the hay in the summer, there are a few stray cows to get in the way of the airplanes, and in the win- ter the Ministry of Highways road maintenance contractor says . it’s not his job to plow snow. Airstrip problems at Telegraph Creek have been studied... and studied... and studied... and now it’s being studied once more. With up to $15,000 from the Ministry of Transportation and Highways, Urban Systems Ltd. of Richmond will do an engin- eering study, demand analysis, and draw up a land use plan for the Regional District of Kitimat- Stikine. ; Not everyone on the regional district board is happy with TO-BE STUDIED ONCE AGAIN another study. According to Kitimat director Ray ‘Brady, "The people at Telegraph Creek, the users, know what needs to be done. The $15,000 would be better spent on doing something instead of studying it to death." There were a few nods of approval around the table at the “October board meeting. Most regional directors already know, for instance, that $15,000 is more than enough to put up 4 fence to keep those stray cows out. But as chairman Jack Tal- stra pointed out, the Ministry of Highways bureaucracy needs the new study before they can come up with the money to build things like fences. In a way, however, the dis- cussion was pointless. The direc- tors had already approved the study via a phone poll and Urban Systems was already on the job. And that was good, according to Telegraph Creek director Dave Brocklebank. He explained that the Telegraph Creek Community Association had formed a committee to over- see the airstrip and the new study should prove more useful than dusting the cobwebs off an old one.
