YEAR ONE OF THE CULTURAL DEVELOPMENT POLICY

Following consultations with the francophone community
in the Fall of 1991 and the adoption of the cultural
development policy in the Spring of 1992, the Bureau of
Cultural Affairs began to raise awareness within the commu-
nity and at the level of political authorities. Meetings with
the artistic community, as well as with the programming
committee which brings together the cultural and commu-
nity representatives of the francophone associations, allowed
us to draw up cultural programming priorities for 1992-1993
and to develop partnerships with a view to realizing specific
projects. Last November 29, at the meeting of the Fédération’s
Council of Presidents and in accordance with cultural
development policies, the election of the Conseil culturel et
artistique de la Colombie-Britannique was confirmed. The
council is made up of seven people representing various
groups including the francophone and artistic communities,
the education sector and young people. This group of
“experts” has officially become the primary representative
for the community on cultural issues. It is required to meet
twice yearly and will use its first meeting to choose its
chairperson.

With the help of the “Trait union culturel”, the Bureau
of Cultural Affairs of the Fédération continued its dialogue
with the community, kept artists up-to-date on activities and
events of interest, and continued to support development of
the artistic community. Furthermore, it was on these pages
that we were able to keep a close eye on preparations leading

The “PRIX NAPOLEON GAREAU? is awarded annu-
ally by the Fédération des francophones de la Colombie-
Britannique to recognize and honour the volunteers who
devote themselves to the francophone community.

up to the first Gala provincial de la chanson francophone de
la Colombie-Britannique et du Yukon, which took place on
April 25, 1992. The two winners at this gala went on to Regina
where they participated in the Gala interprovincial de la
chanson francophone de l’Ouest and competed with other
finalists from Manitoba, Saskatchewan and Alberta. More-
over, British Columbia will host the Gala interprovincial
in 1993.

Over the 1992-1993 period, the Bureau of Cultural Affairs
maintained links with other national organizations such as
the Fédération culturelle canadienne francaise and the
Association des distributeurs de produits culturels, and, as a
member, attended their annual general meetings. Provin-
cially, the Bureau of Cultural Affairs has begun taking steps
to obtain funding and it continues its efforts to raise the
awareness of our elected officials with regard to the cultural

development policy of the francophone community in
British Columbia.
