Subject: Federal Infrastructure Program - Lougheed Connector

As we discussed this moming, I've talked with a source at Muncipal Affairs regarding the
proposed Federal / Provincial Infrastructure Program, this program will be announced soon, my
source tells me that there will be an announcement sometime in the next two to six weeks which
will contain details of the program and the application process.

Tm not sure what stage the consultants are at in designing the Lougheed Connector, however I
know that once the plan is announced we will want to get an application in as soon as possible.
While we do not know the details of the program, it is anticipated that projects will be shared 1/3
each by the Federal, Provincial and Municipal governments, our present budget for the Lougheed
Connector calls for us to pay 100% of the cost. Obviously, the anticipated program would be a

’ great benefit to us.

My source also tells me that the priorities will be for projects which can be started as soon as
possible and projects which would be 100% completed by March 31, 1996. Please review the
status of the project with our consultant and take steps to ensure that the moment the prograra is
announced that we are in a position to file an application for funding.
