Keryluk Alderman M.R. Wright Alderman M.D. Gates Art Phillips, Acting City Planner City Council has been considering the implementation of a Community Plan for a considerable length of time. While our municipality is one of the fastest growing in the Lower Mainland, we are one of three municipalities that has nat adopted or completed a Community Plan. The Ministry of Municipal Affairs has established planning grants that are designed to assist planning in municipalities by paying for up to two-thirds of the cost. The City of Port Coquitlam is eligible for a Inaximum grant of $23,926, provided our share of the planning costs is at least $11,963. Shareable grants are to be paid on the basis of approved planning programmes and if only partially completed, the grant will be reduced proportionately. Before making application to the Ministry of Municipal Affairs, we muet First consider the requirements related to a Community Plan. When the application is being reviewed, the Ministry will be looking for evidence that our Plan will be co- ordinaled with the land use and transportation policies of adjacent municipalities. In addition, priority consideration will be given to applications that examine municipal road construction/right-of-way acquisition proposals that are in accordance with an official Community Plan. One final note, is that special studies, such as Downtown Studies, should not duplicate any study undertaken as part of the Downtown Revitalization Programme. The proposal for Port Coquitlam is that a series of special studies be undertaken and intorporated into the official Community Plan Propramme. This will require a resolution of Council which states our intent to prepare and adopt a plan according to a specified work programme and schedule. The balance of funding for the 1981 period is limited, thus the full grant that Port Coquitlam would normally be eligible to receive is not available at this time. There are, however, sufficient funds that will cnable us to undertake one special study and begin documentation of socio-economic data.
