Zea The proposed tri-party agreement would be very similar to several bi-lateral agreements in effect in the Fraser Valley now. A copy of an under- taking between the Province and the City of New Westminster is attached for your information. You are aware, ! believe, that Federal constraints re funding have forced the Province to accept a moratorium on drainage works, except for flood boxes, under the Program. The Province has recorded its objection to this approach, but has been obliged to accept this restraint at this time. The matter of drainage, however, will be re-opened with Canada for reconsideration towards the end of the Program. ; As noted in earlier correspondence, Council for the City of Port Coquitlam has recorded its intent to take over the dyking within its juris- dictional boundaries. Unless you.or Mayor Tonn have further comments, the recommendation will go forward to dissolve the District and initiate the dyke Tmprovement program. |! should add that with the need for Council resolutions, and after that, formal approval by the Ministers of the proposals, work on the dykes is unlikely to get under way until early next spring. The general procedure following dissolution of the Dyking District -will be: a) «negotiation of the proposed tri-party agreement to the point of acceptance by both the City and the District Municipality and the signing of same by : those two parties to the Agreement. the Province will then go forward with the project for Federal Government approva] and release of Federal funds. Upon confirmation of Federal acceptance, the necessary draft Order-in-Counct]. would be prepared to permit the Minister of Environment to sign the Agree- ment. Tenders could then be called for the work. i have written to Mayor Tonn and am including a copy of this letter to keep Coquitlam informed.
