Alderman Mabbett spoke to his proposal, and pointed out that probably the greatest percentage of taxpayers pay taxes on a monthly basis to mortgage companies who hold the money until taxes are due in July; thereby gaining interest, and as light, telephone, etc., are paid on a monthly basis, he stated he felt the Council should have the option of leaving the collection of taxes the way it is or going on a compulsory monthly basis. Alderman Laking pointed out that collection of taxes on the basis suggested by Alderman Mabbett would mean monthly billing; also, the amount of tax increase is not known until about June. Alderman Mabbett commented that the B.C. Hydro has a system for equalizing payments over the year; however, Alderman Thompson pointed out that a person could provide for payment of taxes by making monthly deposits into a bank account established for that purpose, as opposed to making a separate trip down to the City Hall to pay taxes, Alderman Keryluk stated he thought it was worthwhile to make this option available to municipalities and Alderman Traboulay pointed out that beyond trying to help the taxpayer to regulate monthly billings, the City will derive interest now earned by mortgage companies. Moved by Alderman Mabbett: Seconded by Alderman Keryluk: That a resolution be forwarded to the Union of British Columbia Municipalities asking for deletion of Subsections (6) and (7) of Section 381A of the Municipal Act. Carried. Aldermen Ranger and Thompson voted against the resolution. Ald.
