The change comes as B.C.’s provincial court an- nounced the elimination of part time justices. Terrace has only one such stipendiary justice of the peace. ZIMMERMAN IT’S GOOD news for ICBC policy holders in Terrace, but not so good for other areas of the province. Drivers on the north coast in general will large- ly dodge big increases being felt in other part of the province for 2003, says ICBC spokesperson Moira Wellwood, She estimates drivers here will see a 1.1 per cent overall decrease in premi- ums, “It’s a relatively gaod news thing for sure,” says Wellwood. But because rates are determined by many fac- tors not everyone may pay less here. The average provincial tale increase for 2003 is 4.8 per cent, a blend of 2 per cent for basic coverage and 8.9 per cent for optio- nal. “Traditionally the north: pays much lower premi- ums than say, in the lower mainland largely because of course, you aren’t deal- ing with the same factors as we are such as traffic volume,” Wellwood said. The Cariboo region will therthezhardest hit.in.the _ province with an’ increase of 7.2 per cent. “Those drivers who have been safe drivers for many years will actually see quite a reduction in premiums,” says Jayne MacKenzie of Keenley- side Insurance. “ICBC is starting the process of eliminating sub- sidization of one rate class by another.” That means if a house- hold has drivers with less than 10 years experience living there, the premium will be higher than a household which does not have drivers of this kind. “If you have been driv- ing for 20 years with no at fault collisions you will be acknowledged by lower premiums than someone claims free for, say, 10 years,” McKenzie says. Here are some exam- ples of what drivers in Ter- race may expect. @ A household with no drivers with less than 10 years experience enjoying a 43 per cent discount at the 15 year level and driv- ing a 1995 Honda Civic to and from work within 15km of home now pays a premium of $1, 057. That drops in 2003 by three dollars to $1, 054. @ A person driving a 2003 GMC Yukon XL, four-wheel drive to and from work within 15 km from home with a 43 per cent discount and no ex- perience restrictions will also see a discount. While the premium for 2002 is $1, 776 it drops to $1, 516 in 2003. i A person driving a 1994 Ford four-wheel drive pick up to and from work beyond 15km, no exper- ience restrictions and a 43 per cent discount base on 12 years will also see rates fall.
