Andropov-Winpisinger meet
stresses peace, cooperation

An historic meeting in Moscow
Aug. 16 between Societ leader Yuri
Andropov and William Winpis-
inger, president of the Interna-
tional Association of Machinists,
called for new efforts in Geneva to
achieve an end to the arms race and
for increased exchanges between
U.S. and Soviet trade unionists.

Winpisinger, who is also a vice-
president of the AFL-CIO was in
Moscow heading a delegation of
U.S. trade unionists invited by the
Soviet All-Union Central Council
of Trade Unions and the Central
Council of the Heavy Engineering
Industry Workers’ Union.

He presented Andropov with a
plaque on behalf of IAM
members. Engraved with two join-
ed hands symbolizing the U.S. and
USSR, it was inscribed with the
words: ‘‘In the spirit of friendship
and striving for lasting peace for all
people on earth.”

The message, said Andropov,
expressed the desire of U.S. work-

a sincere handshake by Soviet peo-
ple,’’ he said.

Andropov noted that Winpis-
inger was well-known and
respected in the USSR, not only as
a leader of one of the major unions
in the U.S. and an AFL-CIO vice-
president, but also as a public
figure dedicated to the ideas of
peace and cooperation.

It was the first-ever meeting bet-
ween a leading AFL-CIO unionist
and Andropov and underscored
the Soviets’ emphasis on interna-
tional contact and exchange in its
efforts to avert a renewed arms
buildup.

As a member of the AFL-CIO
executive council, Winpisinger has
been an outspoken advocate of a
nuclear freeze although his view.is a
minority one on the right-wing
council. The LAM also commis-
sioned a major study two years ago
which demonstrated that military
spending has cost Americans
thousands of jobs.

In the Moscow meeting An-
dropov told delegation members:
“The Soviet people have always
stood for close contacts between
the working people of our coun-
tries. It is our firm conviction that
given all our differences of political
views, working people always re-
main working people and have
many interests in common.”’

First and foremost among those
common interests is that of
safeguarding peace and averting
nuclear war, he emphasized.

The Soviet leader noted that the
nuclear arms race in Europe has
become ‘‘the nerve centre of inter-
national relations.”

Because of that, he said, the
Soviet union has striven to ‘‘meet
the U.S. halfway on many points in
the Geneva talks. But the U.S. ad-
ministration continues to demand
unilateral disarmament from the
USSR. It would like to leave us
unarmed in the face of the hun-
dreds of existing NATO nuclear
missiles,’’ he said.

‘‘We will never agree to that,’’ he
emphasized.

and flexible line in the talks in
Geneva ‘‘until the U.S. administra-
tion, by starting the deployment of
new missiles on territory close to us,
forces us to concentrate on defen-
sive measures in order to ensure the
security of the Soviet people and its
allies.

‘“‘We do not want such
developments,’’ he emphasized.
“‘We want agreement and reduc-
tion in the nuclear arsenals of both
sides. We do not want the armsrace
either on earth or in space.’’

In his remarks Winpisinger
noted the Soviet peace initiatives,
particularly its support for the
nuclear freeze initiated by the U.S.
peace movement, and stressed that
working people in the U.S. ‘‘also
want lasting peace and the elimina-
tion of the danger of nuclear war.”

He added that the best means to
strengthen mutual understanding
and peace was through expansion
of contacts between trade unions
and working people of the two
countries.
