That the request from Mr. Jack Homes of the Society. for the Prevention
of Cruelty to Animals for $5,000.00 from the City of Port Coquitlam

towards the total cost of $410,000.00 for a new education program,

be placed into the 1982 Provisional Budget for consideration.

Carried.
Alderman Traboulay voted against the resolution.

Alderman Traboulay stared in his opinion the request should be
referred to the Environmental Protection Committee for study and report
and Alderman Wright stated in his opinion study would be carried out
during discussions of the Provisional. Budget.

, Rate Increase.

regarding B.C. Hydro and Power Authority's application to the B.C. Power
Commission for an increase in power rates.
It was the general agreement of Council to allow Mr. Pritchett to

address Council at this time.

Mr. Pritchett then addressed Council expressing his concerns regarding
the proposed increase in rates and the fact that B.C. Hydro is not
required to hold public hearings upon application to the B.C. Power

Commission for rate increases.
