You will ncte by the above that Flint - Prairie and Prairie - Chester
now fall into the major area. This is in anticipation of the Lougheed
expansion. Detail drawings of the above are completed. Engineering
advise that final costings will be completed prior to month end. Because
land acquisition is involved in some areas I would propose to make a
detailed presentation to Council - in committee - prior to month end, so
thet we could establish councils priorities and begin construction. The
sum of $100,000 is available in the budget for major road construction and
it would appear that these critical areas could be proceeded with - at
least in part.

7. Major Road Study

Engineering have advised that my request for a major internal road study
will be completed by mid - October. A great deal of work has gone into this
already. As council is aware in the last 5 years very very little has been
done to upgrade our road systems and it is very evident that a planned
programme of capital expenditure is inevitable. This can either be in the
form of a 5 year programme or if desired in tie form of major borrowing if
accepted by public vote. In any event the entire study including costing
and engineering priorities is expected soon.

8. Local Improvement Bylaw

Victoria has accepted finalized Bylaw and administration advise that the
list of priorities for local improvements have been established. This
list should be available on Monday September 9th, 1974 so everyone can
see their priority number. Publishing of expected jobs will take place
immediately. This includes Wellington Street.
