France, Britain and West Germany have been negotiating with the Chinese over possible sales, ; Arms sales by the West would place the Soviet Union in a bind. The country already main- tains 43 military divisions on the disputed border with China, U.S. sources said, A further buildup on the'border to counter new weapons from the West would divert badly needed resources from the Soviet civilian economy. The Soviet reaction to the new state of affairs between the United States and China probably will be made clear later this week in Geneva, Switzer- land, when U.S. State: Secretary Cyrus Vance meets Soviet Foreign Minister Andrei Gromyko to try to wrap up the atrategic arms limitation package and arrange for a summit meeting. ; In the long run, U.S. officials expect the Soviet Union to continue ites efforts to find new allies as a counter to the new Asian alignment.
