Anci Noise By-law - Aa anti aotse by-law draft vas circulated to Council several weeks ago and this was referred to the Bealth Comittee for review. Raiph Yalmer attended the meeting ond explained sowe of the points in the by-lav and the differences between the draft and the by-law that has baen proposed for the Regional District. Oursdiffers from the Regional By-law in the distance at which measurements are taken (29 feet in our by-law az coppoacd to 50 feet in the Regional by~lawjand on the point of cone{nuous nolee which is not covared in the Regional by-law. Mr. Paler feels that this vould cover ‘the sirustion of continuous truck traffic for instance where an individual truck would uct violate the by-law but a continuous passing of trucks vould constitute a viclatiog., Mr. Palmer has done sound tests in various parte of the City end he advises that there is no Problem with vehicles complying with the Limite in the by~law, With regard to enforcement we will require four or five hand sound level netets which are in tke neighbourhcad of $250. each. the R.C.H.P., our By-law Enforceneat Gificer, and the Sinon Fraser Health Unit would be cquipped with these units to enable the investigation of complaints and the taking of tests in various areas, These three agensies would be involved in the enforcement of the by-law as well as providing the necessary service of advising individuals as co the levels of noise created by various pieces of machinery so that they can make sure they do not violate the by-law. indication of the meaning of decimal readings and the corparative noise of vartous levels. 17 it can be arranged we will have some fafornztion on this point.
